ORIENTATION OF LABOR COOPERATION EMPLOYMENT AND SOCIAL SECURITY WITH BUNGARIA AND RUMANI

From November 24, 2018 to December 1, 2018, the Delegation of the Ministry of Labour, Invalids and Social Affairs led by Minister Dao Ngoc Dung visited and worked in Bulgaria and Romania on the following issues: orientation of cooperation in the field of labor and social welfare.

 

In Bulgaria, in the working program, the Delegation had a meeting with the Bulgarian Ministry of Labor and Social Policy on the contents of labor, vocational training, insurance and social security and the possibility of joint cooperation on sectors of the industry.

 

As for the issue of migrant workers, your side said that there is a need to receive many foreign workers to work to compensate for the shortage of domestic workers due to a large number of Bulgarian labor forces that have migrated to the country. European countries have higher incomes. Your side stated that it will create favorable conditions for Vietnamese workers to come to work in Bulgaria in a number of industries such as agriculture, tourism, services, manufacturing and processing, and driving. At the same time, you also suggested that the Vietnamese side pay attention to vocational training, foreign languages, laws, customs and culture of Bulgaria for employees before going to work in Bulgaria. During the talks, the two sides actively exchanged to understand the needs and responsiveness of each side on labor and employment issues to find directions for cooperation development.

 

On November 27, 2018, the Minister of Labor, War Invalids and Social Affairs of Vietnam and the Minister of Labor and Social Policy of Bulgaria signed a Memorandum of Understanding on labor cooperation and social security to establish positive and long-term cooperative relationship in the field of labor and social policy, in the spirit of cooperation and desire to develop good relations between the two sides. The Memorandum of Understanding includes 12 contents: Labor law; Activities related to positive employment policies for disadvantaged groups in the labor market; Re-training for the employed and the unemployed; Social protection and social assistance for vulnerable groups of citizens; Prevention of illegal employment; Inclusive policies for people with disabilities, forms to ensure an environment for people with disabilities to have good access to jobs; Anti-discrimination and gender equality; Occupational safety and hygiene; Migrant workers; Income policy and measures to combat poverty and social exclusion; Development of social security and retirement systems; and other areas as agreed between the parties.

 

In Romania, the Mission worked with the Romanian Ministry of Labor and Social Justice, and the two sides exchanged contents on labor cooperation, vocational training, insurance and social security. Regarding the labor market situation, your side said that Romania is in need of receiving many foreign workers, especially in a number of industries such as welding, construction, manufacturing, processing agricultural products and ensuring Guaranteed to create favorable conditions for Vietnamese workers to work in Romania. Your side also appreciates that the quality of Vietnamese labor is good, Vietnamese workers are smart, creative, industrious. Minister Dao Ngoc Dung proposed that you create favorable conditions for Vietnamese workers to work in Romania.

 

Also during the business trip to Romania, on November 28, the Minister of Labor, Invalids and Social Affairs of Vietnam and the Romanian Minister of Labor and Social Justice signed a Memorandum of Understanding on labor cooperation and welfare. society.

 

In addition, the Mission in collaboration with the Embassy of Vietnam in Romania held the seminar "Romanian labor market opportunities and challenges". The seminar attracted the participation of many large Romanian corporations wishing to receive Vietnamese workers. At the seminar, the delegates candidly discussed the situation, market prospects, the receptivity of Romania and the opportunities and challenges for workers when working here.

 

Through the visit and work, the delegation realized that Romania and Bulgaria are potential markets with a large demand for foreign workers, occupations suitable for Vietnamese workers, employers do not require too much. High in vocational skills, salary and income of workers are guaranteed, so with the efforts of both sides, in the future there will be many Vietnamese workers having the opportunity to work legally in two countries. this Eastern European country.
